C. Eliana Brown is the stormwater specialist with IISG and water quality specialist at Illinois Extension at University of Illinois at Urbana-Champaign. She leads the Illinois Nutrient Loss Reduction Strategy facilitation and implementation team and serves as director of the Red Oak Rain Garden, where she develops innovative outreach materials. Her areas of expertise include stormwater programs and green infrastructure.

She has a Master’s degree in environmental engineering from the University of Illinois where she worked as the Municipal Separate Storm Sewer System (or MS4) coordinator. She also brings experience as a water quality engineer from her time at the Illinois Environmental Protection Agency. She is certified in the National Green Infrastructure Certification Program (NGICP) and is an Illinois Master Gardener.
