Discovery Grants fund promising Great Lakes research projects

Much like a gardener hopes that their scattered seeds will eventually bloom into a lush garden, Illinois-Indiana Sea Grant awards seed grants to projects that address some of the biggest concerns in the Great Lakes in the hopes that the initiatives will grow into something larger. These Discovery Grant projects—totaling over 40 since 2009—cover a broad range of topics, and their results help natural resource managers and policy makers preserve Lake Michigan and strengthen nearby communities.  
 

So, what are these projects exactly? We’re glad you asked. Discovery Grant Projects II shines a light on unexpected and emerging contaminants in stream water. Other featured projects examine the market for domestic seafood and give Hoosiers real-time access to fish consumption advisories. And another still paints a clearer picture of how Asian carp are changing the food web in the Illinois River.

In the news: Federal judge’s ruling moves Chicago closer to clean water compliance

The Municipal Water Reclamation District of Chicago is able (and required) to move towards full compliance with the Clean Water Act and other related guidelines as a result of a federal judge approving the consent decree.

“Some good and long-awaited stormwater news quietly dropped the other day—a federal judge approved the Metropolitan Water Reclamation District of Greater Chicago’s (MWRD) Consent Decree, which is a binding agreement detailing very specific steps MWRD will take to move toward full compliance with the Clean Water Act and other federal guidelines on an equally specific timeline. There has been and will continue to be debate about whether the Consent Decree is strong enough, fast enough or green enough. But the reality is that it is now in place, and I’m excited that we can finally get to work on something, rather than sitting around waiting. I don’t read too many court rulings, but I found this one quite scannable.  
 
MWRD, of course, is responsible for wastewater and stormwater management throughout Cook County; on a daily basis it discharges treated effluent to area waterways, and that water must meet Clean Water Act standards. The same requirements hold true in storms, and that’s where most of the impetus for the Consent Decree lies: If there is more rain more quickly than MWRD’s infrastructure system can handle, the result is overflows of untreated wastewater and stormwater into those same waterways…resulting it MWRD being out of compliance with aspects of its Clean Water Act (and associated regulation) requirements. To be fair, many other metropolitan areas have the same problems, and as a result have their own Consent Decree in place. Several years ago MWRD, the U.S. Environmental Protection Agency and the Ill. Environmental Protection Agency began working out the requirements—finish the Tunnel and Reservoir Plan (TARP) by X, improve collection of ‘floatables’ in our waterways by Y, etc. When the draft Consent Decree was released for public comment, two separate coalitions of environmental organizations opined that the whole thing should be faster and greener. A federal judge was asked to determine if the requirements were reasonable, that went on for a bit, he decided they were, and now it’s what we have to work with, so let’s get to work.”

In the news: Cities going green with water management options

Cities throughout the U.S., especially those with aging infrastructure and water management issues, are implementing more and more green features in their planning. Some simple changes and additions can help reduce the burden on older systems, reducing issues of flooding, runoff, and more.

“Portland, Oregon, Washington, D.C., and Seattle are just some of the cities that have pioneered green infrastructure projects. In Philadelphia, the city will spend some $3 billion over 25 years on such infrastructure as part of its Green City, Clean Waters program.

In the Midwest, Indianapolis is leading the way. Stormwater planters and bioswales with native grasses run almost the entire length of the city’s Cultural Trail, a state-of-the-art bicycle and pedestrian route built over the past six years that wends its way for eight miles through the downtown streets of Indiana’s largest city.”

Blue Island stormwater program gets major recognition

With such a rainy and flood-producing spring, one’s thoughts may just turn to something practical–rain barrels. Let’s look back on last fall’s rain barrel project in Blue Island. 

Illinois-Indiana Sea Grant was one of five lead partners in the “Blue Island, Blue Water” community-based program designed to reduce stormwater overflows and flooding issues in the Chicago suburb. Over the course of the project, more than 140 volunteers installed rain barrels at 33 different residential locations and three institutional buildings. Additionally, more than 1000 plants and nearly 100 trees were planted to help improve water management and beautify neighborhoods at the same time.

Keeping water out of sewers also reduces run-off, which in turn reduces pollution in the Cal-Sag Channel. The Cal-Sag is an increasingly popular destination for Chicagoland kayakers and nature lovers, but the channel requires a strong commitment to water quality, since it runs through densely built residential and industrial areas that are potential sources of pollution. Thus, stormwater management in Blue Island represents a key effort in which ‘local, state and county governments work together to really make an impact in our neighborhoods,’ according to (zoning administrator and director of special projects Jason) Berry.”

The “Blue Island, Blue Water” project was also chosen as a 2012 Millenium Reserve Model Project. The project’s inclusion also makes it part of the President’s “America’s Great Outdoors Initiative,” which helps align federal efforts and funds with conservation and recreation projects on the local level where they can make real and immediate impacts. In the news: Identifying potential causes of harmful algae in Lake Erie

A two-part article on WKSU’s website delves into recent research attempting to understand the causes of harmful and often very large algal blooms in Lake Erie. The potential negative impacts these blooms can have include depleting nutrients from the waterway, endangering fish and wildlife health, and causing economic concerns by prohibiting or discouraging recreation, tourism, and other industries. 
 
Part one of the article delves into one major contributor identified by the research: agriculture. 
“Financial viability is the bottom line for most farmers here along the Maumee River. The Maumee passes through 4.5-million acres of farmland before entering Lake Erie at Toledo. Along the way it picks up a lot of topsoil from farm fields. Attached to that soil are fine particles of phosphorus, one of the nutrients that helps crops grow, but also feeds algae blooms. No-till farming has reduced particulate phosphorus runoff by nearly 40-percent. But researchers from Heidelberg University say their thirty years of water quality data shows that another form of phosphorus – called dissolved phosphorus – has risen dramatically in recent years. And to reduce that nutrient enough to curb Lake Erie algae blooms will take a whole new set of techniques.” 
The second article describes another common source of phosphorous and other problem substances – stormwater and sewage. 
“The sport fishing industry, beach resorts, amusement parks – all took a hit from the 2011 algae outbreak. Connor says cities …not just farms…have to do more to stay on top of it.
Overflows from sewage systems that collect storm water and waste water are a fairly regular occurrence in Cleveland, Toledo, Detroit and other communities around the lake. And it’s a huge cost to fix it.”
There is a lot of interesting information in both articles, and the occurrence of and concern over these algal blooms isn’t limited to Lake Erie. All of the Great Lakes and other nearby waterways can be susceptible, so the results of studies such as these are important in helping communities prevent the same types of problems in their areas.
