Caitie’s canoe story: a Wolf Lake field trip

Caitie McCoy, our environmental social scientist, writes in today to tell us about a unique education experience: 
 

Last week, I ventured out of the office and into the field to hit the waters of the recently restored Wolf Lake with about 200 students from Hammond, IN. The weather was perfect for two days of canoeing and environmental education. Compassion for nature starts in childhood, so when asked by some partners at U.S. EPA, I jumped at the chance to help provide youth with such a meaningful outdoor experience.

 
We began our first day with an energetic greeting from Wilderness Inquiry, a national non-profit that aims to get as many city kids on the water as possible. The majority of the students had never been on any kind of boat before, but a friendly sun and slight breeze helped to calm a lot of nerves.
 
Students went out on the canoes in waves throughout the day, learning how to paddle and touring many restoration features. There were a lot of beautiful sites to see, including an egret that sat as still as a statue for hours on an island full of colorful native plants. Goldenrod, blue asters, and red maples dotted the landscape. With all the natural beauty surrounding us, we almost forgot that we were located in the middle of one of the country’s top industrial powerhouses .
 

The EPA team and I stayed busy providing the students with learning experiences as they waited for their turn on the canoes. We brought the Enviroscape, and it was a hit. Students loved the interactive nature of the game and learned a lot about their local watershed and what they can do to protect it from different pollution sources. We also took them on hikes by the lake, picking up litter and identifying different plant species.

 

We had a lot of fun teaching, but I must admit, the highlight of my two days at Wolf Lake was jumping into a canoe and paddling around on the calm water with the students. It was rewarding to see high school students drop their guard and excitedly point out different shorebirds or hear them discuss the need to clean up the pollution in northwest Indiana, completely unprompted by an adult. 
 
I’m grateful for our partnership with Wilderness Inquiry, and I hope to join them again next year. The opportunity is just too meaningful to miss!

In the news: EPA unveils second phase of efforts to reverse Great Lakes damage

The U.S. EPA announced a new plan to improve water quality and restore habitats in the Great Lakes earlier this week during a meeting of region’s mayors in Chicago. The five-year plan, known as the Great Lakes Restoration Initiative Action Plan II, calls for a dramatic expansion of urban stormwater management projects and a more than 1,400 ton reduction in phosphorus fertilizer runoff. It also roughly doubles the number of acres covered by efforts to control invasive species and requires that new wetlands include plants that can thrive as climate change brings warmer temperatures.

It builds on a four-year initiative, begun in President Obama’s first term, that has already spent $1.6 billion on more than 2,100 restoration projects on the lakes’ American side. The added initiative, which extends through 2019, is expected to cost roughly the same. 

The government says the project is the largest conservation program in the nation’s history, involving 15 federal agencies and the eight Great Lakes states. Read more 

In addition to laying out new strategies, the latest phase of the Great Lakes Restoration Initiative continues efforts to clean up Areas of Concern across the region, where polluted water and contaminated sediment pose a risk to wildlife and public health. Five of these largely industrial rivers and harbors have been restored in the last four years, and 10 more are slated for cleanup by 2019. 

Social science leads to community stewardship in Wisconsin’s Lincoln Park

Exciting changes are coming to Wisconsin’s Lincoln Park, part of the Milwaukee River Area of Concern. Phase two of Great Lakes Legacy Act efforts to remove historical contaminants from the river bottom is set to begin next month. And park neighbors and stakeholders from across Milwaukee County are already well on their way to launching a Friends of Lincoln Park group that will help foster greater community stewardship.
 
More than 20 neighbors came together for the first time earlier this month to get to know each other, discuss potential group goals, and brainstorm ways to achieve them. They were joined by numerous local and regional organizations interested in protecting Lincoln Park, including University of Wisconsin Extension, Milwaukee County Parks, the Park People, and the Illinois-Indiana and Wisconsin Sea Grant programs.
 
Nothing is official yet, but the meeting ended with two main goals on everyone’s mind: fostering a sense of community with the park at the center and protecting the local environment.
 
“For a long time, the park was very community centered, but it has become more of an outsider attraction in the last few decades,” said Caitie McCoy, IISG’s social scientists and co-host of the meeting. “The group had great ideas for re-energizing community interest with events that bring locals out to enjoy all the resources the park has to offer.”
 
The idea for a Friends group took shape during focus groups conducted this spring by Caitie and UW-Extension’s Gail Epping-Overholt. They spoke with a variety of people living or working near Lincoln Park to better understand community perceptions of the park and ongoing sediment remediation efforts. When the results of the needs assessment were in, it was clear that residents were interested in forming the Friends of Lincoln Park.
 
The results will also play a key role in shaping public outreach and project messaging as dredging kicks off again this fall for phase two of the remediation. More than 120,000 cubic yards of contaminated sediment have already been removed from the Lincoln Park segments of the Milwaukee River, and this next round of dredging is expected to remove another 35,000 cubic yards. Together with cleanup efforts in nearby Blatz Pavilion lagoon, the two Lincoln Park projects are expected to reduce the amount toxic PCBs flowing into the Milwaukee River system by 70 percent, a drop that will go a long way towards delisting the AOC.

Former intern Ada Morgan continues work on environmental issues

We recently got some exciting news from former intern Ada Morgan, who in 2011 worked with Caitie McCoy on a study of community perceptions of sediment remediation in the Sheboygan River Area of Concern. We’ll let her tell you what she has been up to since.

“The Sheboygan study finished up just before I graduated from the University of Illinois at Urbana-Champaign. I studied economics and environmental geology there, and I knew I wanted to continue my studies in the environmental field. I was encouraged by Caitie and a few others I looked up to to look into graduate school. That fall, I began a master of urban planning and policy program at the University of Illinois Chicago, where I continued to learn about how humans interact with our environment and how to think holistically about the decisions we make. 

My specialization was in environmental planning. I took some great courses, like an economic and environmental planning course and a course on residential sustainability policy. My final project centered on greywater reuse in a south suburb of Chicago. 

I graduated this past May and am now the environmental and sustainability coordinator for a bread manufacturing company. I started just a few weeks ago. I am responsible for both environmental compliance (permits, etc.) and sustainability projects and initiatives. My main task so far has been re-developing an environmental management system for the entire company, which has four different facilities. 

My experiences working with Caitie at IISG was the best preparation I could have had for both graduate school and my current job. I was able to participate in almost all aspects of the Sheboygan study. I helped with interviewing stakeholders, performed data analysis, and co-authored the final report with Caitie. You don’t often get this kind of hands-on experience with qualitative analysis and reporting in school. 

I also learned a lot about environmental regulations since the project I worked on was under EPA’s Great Lakes Legacy Act. Understanding the regulatory structure helped tremendously while I was in the urban planning program (reading codes) and continues to help me navigate compliance issues at my company. Overall, the time I spent at IISG was one of my most valuable internships, and I am extremely thankful to have had the opportunity to work at such a fantastic organization.”

 

Social science strengthens outreach for the Upper Trenton Channel clean-up plan

Scientists and engineers are working together to design a clean-up plan for Michigan’s Upper Trenton Channel, where high concentrations of historic pollutants pose a threat to aquatic life and public health. The process began about a year ago with a feasibility study. In January, local residents had a chance to weigh-in on an early draft of the plan. And in the coming years, this Great Lakes Legacy Act project could remove or cap around 240,000 cubic yards of contaminated sediment.  
 
Just as important as the clean-up effort itself, is ensuring that local communities and other key stakeholders understand the project and its goals. But before they can begin public outreach, project partners have to understand and appreciate the role the channel and nearby Detroit River play in the communities. 
 
That is where IISG’s social scientist Caitie McCoy and her interns Erika Lower and Mark Krupa come in. The three were in Michigan earlier this month to conduct a needs assessment that will help the project team tailor outreach products and messaging to those who use and visit the river.
 
They interviewed around 35 people with diverse backgrounds—everyone from area residents to city planners to members of boating associations—to learn more about their perceptions of the channel and river. The final results of the study won’t be available for a few months, but the interviews have already given Caitie, Erika, and Mark a better understanding of the interests and concerns surrounding this popular recreation site.
 
“One interesting thing we learned was that the safety of the channel and river during dredging is of prime importance to the community,” said Caitie. “This is a fast flowing channel, and we will need to explain the science and engineering behind what keeps stirred up sediment from flowing downstream during the project—in terms that everyone can understand.”
 


An impromptu trip on the channel also gave Caitie, Erika, and Mark deeper insight into how the community uses the channel and river. The trip—which set off bright and early on the 16th—was led by the Wyandotte Rowing Club. Later that night, the group took to the water once again with one of the residents they interviewed.  
 
Similar studies for the Sheboygan River and St. Louis River Areas of Concern have already helped shape outreach efforts there and allowed project partners to gauge changes in community perceptions at the end of a clean-up project.
 
The Upper Trenton Channel, which sits about 20 miles south of Detroit, is part of the Detroit River AOC. Project partners include Michigan Sea Grant, Friends of the Detroit River, the Detroit River Public Advisory Council, the Michigan Department of Environmental Quality, the Michigan Department of Community Health, and the U.S. EPA. 

New report on the St. Louis River AOC and its stakeholders is now available

­­Among the many Areas of Concern (AOCs) designated by the International Joint Commission, Illinois-Indiana Sea Grant has been involved in several providing research and reports on local stakeholders perceptions of cleanup operations and ways in which they are affected by the projects. This latest report details the St. Louis River AOC. 
 
From IISG’s Caitie McCoy: 
“A report on stakeholder perceptions of the St Louis River Area of Concern (AOC) and attitudes toward the cleanup and restoration work is now available. This summer, I traveled to the St Louis River with my intern Emily Anderson to perform social science research on community attitudes toward remediation and restoration. The river is located on the border between Duluth, MN and Superior, WI, and is the largest U.S. AOC. The report will help tailor efforts of the Spirit Lake Outreach Team toward local stakeholder needs and interests at the current Great Lakes Legacy Act site in the river, Spirit Lake.
 
Emily provided her thoughts on the experience – ‘Being part of the research team for this project allowed me to experience firsthand how social science contributes to environmental remediation and restoration. Conducting the interviews with Caitie, I met so many intriguing and knowledgeable people; I now see the direct implications that stakeholder input can have for both outreach and project design.’
 
This assessment is part of a larger effort to understand how AOC work influences stakeholder perceptions and use of waterways at a regional scale. A similar report on the Sheboygan River is available and a follow-up report on Sheboygan, post-cleanup, is coming soon.”
 

Great Lakes video informs Congressional legislation

The new Sea Grant video, Revitalizing Local Waterfront Economies: The Great Lakes Legacy Act, welcomes people and partners to the benefits of restoring degraded rivers, harbors, and lakes. This week the video helped inform lawmakers in the U.S. Senate as they developed bipartisan legislation to protect and restore the Great Lakes.
 
The Great Lakes Ecological and Economic Protection Act was introduced by Senators Carl Levin (D-MI) and Mark Kirk (R-IL), co-chairs of the Senate Great Lakes Task Force, along with Senators Debbie Stabenow (D-MI), Amy Klobuchar (D-MN), Sherrod Brown (D-OH), Richard Durbin (D-IL), Al Franken (D-MN), Charles Schumer (D-NY) and Tammy Baldwin (D-WI).
In addition to reauthorizing the Great Lakes Legacy Act, which provides support for communities to clean up waterways that are designated Areas of Concern (AOC) the United States and Canada, the new legislation would continue funding the Great Lakes Restoration Initiative and the EPA Great Lakes National Program Office.

 

The 10-minute video, produced by Illinois-Indiana Sea Grant and Wisconsin Sea Grant, explores Great Lakes waterways blighted by decades of industrial discharges like heavy metals, oil, and chemicals such as PCBs and PAHs. The 2002 Great Lakes Legacy Act created an initiative to clean up contamination in these AOCs. There are currently 29 AOCs in the United States. The habitat, water, and sediment quality have become severely degraded at these sites.

 

The video informs anglers, boaters, residents, and local businesses of the benefits that can come from a remediated AOC through the Legacy Act. The procedures and successes are the result of strong partnerships among states, municipalities, non-governmental organizations and businesses. Under this voluntary, collaborative program, the EPA and its non-federal partners have allocated almost $400 million toward sediment remediation.

 

As of September 2012, the program has removed or capped 2.1 million cubic yards of degraded sediment. But more waterways need to be cleaned up, and community involvement is essential.
 
In the short time that it has been available, Revitalizing Local Waterfront Economies has more than 1,200 views. The video was funded by a grant from the EPA Great Lakes National Program Office.
