The Great Lakes, a source of freshwater for millions in American and Canada, will likely see increased stress as the water is needed for a growing population and a changing climate.

“The Lakes’ usage has drawn more attention in recent years from politicians and legal scholars, such as those who attend the University of Toledo College of Law’s renowned Great Lakes water-law conference each fall. They have stated on numerous occasions that Great Lakes water-management laws pale in comparison to those of the American Southwest, where political battles over water rights have been fought for decades.
Scholars believe this region’s legal framework is evolving into a stronger one as water controversies and more political battles heat up, as evidenced by intense negotiations that resulted in the Great Lakes region’s first binding water-management compact.
The Great Lakes region has traditionally been less irrigated than others. But that too is changing.
Michigan and Ohio have had an uptick in irrigation permits the past two years, largely a result of the 2012 drought and concerns over weather becoming more unpredictable because of climate change.”

Cities throughout the U.S., especially those with aging infrastructure and water management issues, are implementing more and more green features in their planning. Some simple changes and additions can help reduce the burden on older systems, reducing issues of flooding, runoff, and more.
From The Atlantic Cities:
“Portland, Oregon, Washington, D.C., and Seattle are just some of the cities that have pioneered green infrastructure projects. In Philadelphia, the city will spend some $3 billion over 25 years on such infrastructure as part of its Green City, Clean Waters program.
In the Midwest, Indianapolis is leading the way. Stormwater planters and bioswales with native grasses run almost the entire length of the city’s Cultural Trail, a state-of-the-art bicycle and pedestrian route built over the past six years that wends its way for eight miles through the downtown streets of Indiana’s largest city.”

IISG staffers will join hundreds of scientists, environmentalists, and government representatives June 2-6 at the Conference on Great Lakes Research. Spread across each day of the conference, their presentations will cover vital work on Sea Grant education initiatives, new tools that help officials protect aquatic ecosystems in the Great Lakes region, and more.
Robin Goettel and Terri Hallesy will kick things off Tuesday morning with a close look at education strategies that improve Great Lakes literacy. Later in the session, Caitie McCoy will discuss a program piloted last year at two schools near the Grand Calumet River. The program was designed to teach students living in Areas of Concern about the science behind restoration projects. Attendees will also hear from Terri and others about Undo the Chemical Brew, a project that has collected 2.7 million unwanted pharmaceutical pills for safe disposal since 2010.
On Wednesday, members of the AIS outreach team will talk about resources they’ve developed to help water gardeners avoid invasive plants that are likely to spread in the Great Lakes. The resources are part of a larger effort to develop and implement risk assessment tools that can be used by resource managers and policy-makers to determine which commercially-sold aquatic species pose the greatest threat to the region.
IISG members will also be a part of several presentations on Wednesday and Thursday about environmental indicators communities can use to make sustainable land-use decisions. During the session, Brian Miller, Kristin TePas, and Marty Jaffe will introduce two web-based tools that help officials understand land use impacts on local aquatic environments and take steps towards securing the long-term health of the region’s natural resources.

One of the most important planning concerns in the coming years will be ensuring the smart, sensible use and long-term availability of water resources for a growing population. This is especially true in large urban areas like Chicago, which has adopted the GO TO 2040 comprehensive regional plan to address and prepare for future growth.
Since both Water2050 and the long-range GO TO 2040 comprehensive plan recommend full-cost pricing for drinking water to promote water conservation and address aging infrastructure, the Full-Cost Water Pricing Guidebook is designed for local decision makers interested in exploring full-cost pricing as a tool for sustainable community water supply management. The first section provides mayors, village managers, planners, board and council members, and interested residents with the reasons why such planning is important. The second section offers a basic ‘how to do it’ overview for readers interested in learning more, and the third section explores one of the most important decisions in setting water rates, designing the rate structure. Margaret has also developed a downloadable Powerpoint presentation providing an overview of full-cost pricing, available at the guidebook link above.

The Chicago Metropolitan Agency for Planning (CMAP) was recently recognized with a National Planning Excellence award for their work developing GO TO 2040 – a comprehensive regional plan that unites and coordinates seven counties infrastructure development.
Illinois-Indiana Sea Grant’s Margaret Schneeman, who works directly with CMAP, was involved in the plan development and implementation, and Martin Jaffe served on the Regional Water Supply planning group. Their efforts, combined with the expertise and work of dozens of individuals and agencies, resulted in the completion of the regional plan that will enhance sustainable development and planning throughout 284 communities in and around the Chicago area.

A lot of people might know that Illinois-Indiana Sea Grant’s primary mission is to help protect and preserve the Southern Lake Michigan waters. But most people might not know about the many ways our program goes about doing just that.
With the help of staff members, researchers, educators, and more, we’ve produced a video that offers a glimpse at the program and the ways we work for and with the public to ensure safe waters and healthy ecosystems in both states.

Aging pipes and pollution runoff are big concerns in any city, and the cost to repair or replace old systems is very high. Often it means downtime for entire streets and systems, and a very big price tag to boot.
But cities worldwide are adopting green infrastructure elements to help manage numerous factors, from excessive burden on old systems to pollution management and more.
“Gray infrastructure is the system of pipes and ditches that channel storm water. Green infrastructure is the harnessing of the natural processes of trees and other vegetation — so-called ecosystem services — to carry out the functions of the built systems. Green infrastructure often intercepts the water before it can run into streets and become polluted and stores the water for gradual release through percolation or evapotranspiration. Trees also clean dirty water through natural filtering functions.
Advocates say green infrastructure isn’t just about being green — it makes financial sense, as well. Its cost-effectiveness depends on how benefits are assigned and valued, and over how long a time scale, but green has been shown to be cheaper than gray.”

Changes in weather patterns, such as warmer winters and lower rainfall averages, can have large effects on water availability, lake levels, plant and fish life, and more. Because so many people and industries rely on the Great Lakes, those changes can have a significant impact beyond the obvious, as is the case for the shipping industry.
“For decades, the mathematics of waterborne transport here were simple. For every 10 to 11 metric tons of cargo that moved into and out of the Toledo port, about one metric ton of sediment left the channel. (Last year, 10.4 million metric tons of cargo were handled at the port.)
But with climate change, the equation is almost certain to get more complex and more expensive, say scientists and port managers. More mid-winter snow melts and rainstorms — and more frequent heavy rainfalls, especially in spring — may lead to higher soil-erosion rates, meaning that Great Lakes rivers are likely to carry more soil into harbors. Higher air temperatures already are warming the Great Lakes, blocking ice from forming, and increasing rates of evaporation that may lead to lower lake levels.”

Each year, natural resource students from Purdue University, North Carolina State University, and the Swedish University of Agricultural Sciences come together to learn about sustainable use of natural resources in some part of the world. In July 2012, the course took place in the Pacific Northwest. Students visited old-growth forests, wildlife refuges, urban areas and more, learning about the political, social and economic concerns that factor into decision-making and development in the region.
Because of the partnership between Purdue University’s Department of Forestry and Natural Resources and Illinois-Indiana Sea Grant, students were able to connect with extension specialists from
Oregon Sea Grant to learn about coastal issues.

IISG’s Carolyn Foley shares more about the course: “Amidst glorious sunshine, students learned about the strong fishing trade in Newport, OR, including oyster farming. They asked questions about how these trades are regulated in the Pacific Northwest, and what impacts their activities have on the surrounding community and natural resource use. They were also able to visit the Hatfield Marine Science Center and gain a healthy overview of the major issues affecting coastal resources in Oregon and surrounding states, including the development of technology to harness wave energy, impacts of naturally-occurring low-oxygen conditions, and effects of development on local wildlife populations. Some students even visited a large dock (~66’ x 19’ x 7’) that was ripped from its pilings in Misawa, Japan during the 2011 tsunami which crossed more than 11,000 km of Pacific Ocean and landed near Newport in early June, bringing with it more than 80 non-native, potentially invasive species of algae, snails, clams, and other life forms.”
