In the news: Federal judge’s ruling moves Chicago closer to clean water compliance

The Municipal Water Reclamation District of Chicago is able (and required) to move towards full compliance with the Clean Water Act and other related guidelines as a result of a federal judge approving the consent decree.

“Some good and long-awaited stormwater news quietly dropped the other day—a federal judge approved the Metropolitan Water Reclamation District of Greater Chicago’s (MWRD) Consent Decree, which is a binding agreement detailing very specific steps MWRD will take to move toward full compliance with the Clean Water Act and other federal guidelines on an equally specific timeline. There has been and will continue to be debate about whether the Consent Decree is strong enough, fast enough or green enough. But the reality is that it is now in place, and I’m excited that we can finally get to work on something, rather than sitting around waiting. I don’t read too many court rulings, but I found this one quite scannable.  
 
MWRD, of course, is responsible for wastewater and stormwater management throughout Cook County; on a daily basis it discharges treated effluent to area waterways, and that water must meet Clean Water Act standards. The same requirements hold true in storms, and that’s where most of the impetus for the Consent Decree lies: If there is more rain more quickly than MWRD’s infrastructure system can handle, the result is overflows of untreated wastewater and stormwater into those same waterways…resulting it MWRD being out of compliance with aspects of its Clean Water Act (and associated regulation) requirements. To be fair, many other metropolitan areas have the same problems, and as a result have their own Consent Decree in place. Several years ago MWRD, the U.S. Environmental Protection Agency and the Ill. Environmental Protection Agency began working out the requirements—finish the Tunnel and Reservoir Plan (TARP) by X, improve collection of ‘floatables’ in our waterways by Y, etc. When the draft Consent Decree was released for public comment, two separate coalitions of environmental organizations opined that the whole thing should be faster and greener. A federal judge was asked to determine if the requirements were reasonable, that went on for a bit, he decided they were, and now it’s what we have to work with, so let’s get to work.”

Next steps and next sections in the Grand Calumet River cleanup project

The future is looking bright for the Grand Calumet River. Completed and ongoing restoration projects along the heavily industrialized river have already removed or capped more than 2 million pounds of sediment ridden with toxins like PCBs and heavy metals. And late last year, the EPA took the first step towards cleaning up the final sections of river yet to be addressed.
 
It will be a long road to restoration, but this step means those who live and work nearby can expect to see a clean river bottom with a vibrant plant community as early as 2024.  
 
“This means a lot to the community,” said Caitie McCoy, IISG’s environmental social scientist. “I was recently at a meeting with community members in northwest Indiana who have been fighting for this river for over 50 years where the EPA announced their plans. Their reaction was almost a mixture of joy and disbelief. When you devote your whole life to something, making baby steps of progress along the way, it must be surreal to finally reach that moment. It is an honor to be a part of it.”

For now, efforts are focused on determining the feasibility of cleaning up four river segments: one in Gary, IN and three more in East Chicago, IN, where there is also funding to design a tailored cleanup plan. 

Remediation projects are big undertakings. One common strategy, for example, requires contaminated sediment to be dredged, pumped to shore, dried, and trucked off to fill sites certified to handle this kind of waste. At the same time, the water pulled out during dredging has to be treated before it can be returned to the river. 

To ensure the success of any new projects in these areas, the EPA is teaming up with the East Chicago Water Management District, the Gary Sanitary District and other local partners to take a closer look at restoration needs. In Gary, planning will likely be completed sometime this year, but it will be another year still before the group announces plans for the stretch flowing through East Chicago. Before any actual cleanup work can begin, though, additional funding and partners will be needed for both projects.   

  
The next few years will also prove significant for two other sections of river. Cleanup efforts at the river’s westernmost end in Hammond, IN are expected to kick off this year. And work on a larger segment of the river just a few miles to the east is expected to wrap up in 2015. There, construction crews have already removed much of the contaminated sediment along the river bed and are now turning their sights to nearby wetlands. Project partners have also begun removing invasive plants along this stretch to make room for native species that will be planted in 2015. 
 
 

Efforts to restore the Grand Calumet River are part of the Great Lakes Legacy Act, the Great Lakes Restoration Initiative, and the Resource Conservation and Recovery Act.

Summer teacher workshop still making ripples

School is back in session and that means science teachers across southern Lake Michigan will be turning their sights to the Great Lakes. For the AP Environmental Science class at Zion-Benton Township High School, though, the issues facing nearby Lake Michigan have been in focus since the start of the year. 
 
Their teacher, Alex Stavropoulos, got the idea for some of his classroom and field activities after spending a week aboard the U.S. EPA R/V Lake Guardian this summer for the annual Shipboard and Shoreline Science Workshop. Alex wrote in to tell us what his class has been up to. 
Towards the beginning of the school year, my class spent about a month on our “Aquatic Habitats and Biodiversity” unit. After exploring the general nature of aquatic systems (both marine and freshwater), we took a closer look at our local water systems, specifically Lake Michigan. During this time, we discussed the history of the Great Lakes, identified the various ways in which humans have used and altered the makeup of the Great Lakes, spent two days conducting water-quality testing and macro-invertebrate sampling (using both biotic and abiotic indicators to compare water quality in various tributaries to that of the mouths in which they fed into Lake Michigan), and debated plausible methods to prevent invasive species such as the Asian Carp from entering the Great Lakes. 
 
Throughout this entire unit, I found myself regularly referencing experiences I had during the Lake Guardian summer workshop. The experiences not only allowed me to better explain the complexity of some of these issues, but it also opened my students’ eyes to hands-on opportunities available in the world of science. It taught me a great deal about the Great Lakes, but, more importantly, it improved my ability to teach students about the Lakes’ significance. I hope this program continues to be funded for years to come as it is a wonderful way of spreading both knowledge and passion regarding the importance of preserving the gift that is the Great Lakes.

Urbana fourth grade class engages in some fish talk

Alex Valencic’s fourth-grade class may be several hours away from Lake Michigan, but the lake and its issues are still front-and-center. Students here spent part of September digging into the biology of Great Lakes fish, and last week they presented their discoveries to an audience of classmates joined by IISG’s Robin Goettel and Anjanette Riley. 
 
The presentations covered a spectrum of native and non-native species—lake trout, Eurasian ruffe, Atlantic salmon, round goby, black herring, and more. And it was clear that these fourth-graders had become experts in their chosen species. They talked about where their fish lives, its life cycle, what it eats, and what eats it. Several students showed how their fish have been affected by invasive species such as round goby and sea lamprey, which one student referred to as “an alien in the Great Lakes.” Those who chose invasive species also explained how they spread and taught the class what they could do to prevent future invasions. Others talked about the impact of overfishing and pollution on their species and the food web as a whole. At the end of their presentation, each student was peppered with questions like “how many times does your fish lay eggs?” and “what kind of plankton does it eat?”
 
It was also clear that the students were excited to share what they had learned. Many said they enjoyed learning about the shape and size of their fish, while others liked knowing about the predators of the Great Lakes. A handful even said their favorite part of the project was researching and presenting. 
 

Mr. Valencic got the idea to bring Great Lakes issues to his class at Wiley Elementary School in Urbana, IL after spending a week aboard the U.S. EPA R/V Lake Guardian this summer for the annual Shipboard and Shoreline Workshop. During the week, he and 14 other formal and non-formal educators worked alongside scientists as they collected data on Lake Ontario. This year, participants collected samples from different locations to monitor water quality, studied species at the bottom of the food web, and learned more about organisms living on the lakebed. Sea Grant officials on board paired hand-on research with curriculum activities to help teachers better incorporate Great Lakes science into their classrooms.  

 
Examining fish biology is one of two inquiry-based research projects Mr. Valencic has lined up for this year. Overall he hopes to use what he learned this summer to teach his students more about how aquatic species interact with each other and their environments.  

New report on the St. Louis River AOC and its stakeholders is now available

­­Among the many Areas of Concern (AOCs) designated by the International Joint Commission, Illinois-Indiana Sea Grant has been involved in several providing research and reports on local stakeholders perceptions of cleanup operations and ways in which they are affected by the projects. This latest report details the St. Louis River AOC. 
 
From IISG’s Caitie McCoy: 
“A report on stakeholder perceptions of the St Louis River Area of Concern (AOC) and attitudes toward the cleanup and restoration work is now available. This summer, I traveled to the St Louis River with my intern Emily Anderson to perform social science research on community attitudes toward remediation and restoration. The river is located on the border between Duluth, MN and Superior, WI, and is the largest U.S. AOC. The report will help tailor efforts of the Spirit Lake Outreach Team toward local stakeholder needs and interests at the current Great Lakes Legacy Act site in the river, Spirit Lake.
 
Emily provided her thoughts on the experience – ‘Being part of the research team for this project allowed me to experience firsthand how social science contributes to environmental remediation and restoration. Conducting the interviews with Caitie, I met so many intriguing and knowledgeable people; I now see the direct implications that stakeholder input can have for both outreach and project design.’
 
This assessment is part of a larger effort to understand how AOC work influences stakeholder perceptions and use of waterways at a regional scale. A similar report on the Sheboygan River is available and a follow-up report on Sheboygan, post-cleanup, is coming soon.”
 

Great Lakes video informs Congressional legislation

The new Sea Grant video, Revitalizing Local Waterfront Economies: The Great Lakes Legacy Act, welcomes people and partners to the benefits of restoring degraded rivers, harbors, and lakes. This week the video helped inform lawmakers in the U.S. Senate as they developed bipartisan legislation to protect and restore the Great Lakes.
 
The Great Lakes Ecological and Economic Protection Act was introduced by Senators Carl Levin (D-MI) and Mark Kirk (R-IL), co-chairs of the Senate Great Lakes Task Force, along with Senators Debbie Stabenow (D-MI), Amy Klobuchar (D-MN), Sherrod Brown (D-OH), Richard Durbin (D-IL), Al Franken (D-MN), Charles Schumer (D-NY) and Tammy Baldwin (D-WI).
In addition to reauthorizing the Great Lakes Legacy Act, which provides support for communities to clean up waterways that are designated Areas of Concern (AOC) the United States and Canada, the new legislation would continue funding the Great Lakes Restoration Initiative and the EPA Great Lakes National Program Office.

 

The 10-minute video, produced by Illinois-Indiana Sea Grant and Wisconsin Sea Grant, explores Great Lakes waterways blighted by decades of industrial discharges like heavy metals, oil, and chemicals such as PCBs and PAHs. The 2002 Great Lakes Legacy Act created an initiative to clean up contamination in these AOCs. There are currently 29 AOCs in the United States. The habitat, water, and sediment quality have become severely degraded at these sites.

 

The video informs anglers, boaters, residents, and local businesses of the benefits that can come from a remediated AOC through the Legacy Act. The procedures and successes are the result of strong partnerships among states, municipalities, non-governmental organizations and businesses. Under this voluntary, collaborative program, the EPA and its non-federal partners have allocated almost $400 million toward sediment remediation.

 

As of September 2012, the program has removed or capped 2.1 million cubic yards of degraded sediment. But more waterways need to be cleaned up, and community involvement is essential.
 
In the short time that it has been available, Revitalizing Local Waterfront Economies has more than 1,200 views. The video was funded by a grant from the EPA Great Lakes National Program Office.

New video offers insight into Great Lakes investment

Revitalizing Local Waterfront Economies: The Great Lakes Legacy Act is a new video that welcomes people and partners to the benefits of restoring degraded rivers, harbors, and lakes.
 
Before modern-day environmental regulations, Great Lakes waterways became blighted by decades of industrial discharges. The Legacy Act was established in 2002 to clean up contamination in these places, known as Areas of Concern. The Legacy Act is helping to revitalize local waterfront economies through strong partnerships with states, municipalities, and businesses.
 
Altogether, the Legacy program has removed or capped 2.4 million cubic yards of sediment. But more waterways need to be cleaned up, and community involvement is essential. “This video can help simplify and personalize the sediment cleanup process, which at first glance may seem too complex and scientific,” said Caitie McCoy, IISG environmental social scientist. “The Great Lakes Legacy Act has been incorporating community values with technical science for more than a decade.
 
“Cleaner lakes and rivers improve human health, fish and wildlife health, recreation, tourism, and redevelopment so that residents can better capitalize on these opportunities,” added McCoy.

New section of Grand Calumet river restoration work begins

Dredging and restoration work on another section of the Grand Calumet river is set to begin this spring, removing more than one million cubic yards of contaminated sediment from the river bottom and rebuilding local wetlands. 
 
Caitie McCoy, IISG’s environmental social scientist, provides some more information about the upcoming work: 
“Work will start April 22 on a project that will dredge (remove) or cap (isolate from the ecosystem) 1.2 million cubic yards of river bottom sediment contaminated with PAHs, oil & grease, PCBs, and heavy metals like cadmium and copper. Volume-wise, this would fill about 300 Olympic-sized swimming pools. Along with restoration of more than 50 acres of wetland habitat, this work will take place for approximately three years from Kennedy Ave to Cline Ave…
 

This work is funded by US Environmental Protection Agency, Indiana Department of Environment, and Indiana Department of Natural Resources, in partnership with US Fish and Wildlife Service, The Nature Conservancy, Shirley-Heinze Land Trust, Save the Dunes, municipalities, and other local and federal partners. The US Army Corps has also begun dredging in the Indiana Harbor and Ship Canal, and is on track to dredge 300,000 cubic yards through August this year.”

IISG summer intern continues working on Great Lakes issues

Meredith Brackett, one of Illinois-Indiana Sea Grant’s interns this past summer, has continued her work on Great Lakes issues by starting a position at Oak Ridge Institute of Science and Education. She wrote in to tell us a little bit about her summer internship experience working with IISG’s Paris Collingsworth, and how the experience led her to find and pursue work related to the Great Lakes. 
 

“This past summer I was lucky enough to intern with the Illinois Indiana Sea Grant and rediscovered my love of marine sciences. My internship taught me a great deal about freshwater ecosystems and problems that are occurring in the Great Lakes. I was able to learn so much about the Great Lakes ecosystems, limnological studies, and nutrient levels, and I gained hands on experience working on the US EPA R/V Lake Guardian research vessel collecting nutrient and biological samples. The internship also allowed me to work at the Illinois State Fair and educate the public about the many issues facing the Great Lakes. It was a great feeling to spread the word about how we can all make a change in our behavior so that we can make a difference in our environment! I am currently interning with Oak Ridge Institute of Science and Education (ORISE) and continuing to work on Great Lakes projects and take samples from the Great Lakes on the US EPA R/V Lake Guardian. The Illinois Indiana Sea Grant internship really helped further my contacts in the industry by networking and meeting people working in different areas of the Great Lakes. Illinois Indiana Sea Grant really opened my eyes to a whole new field and career opportunities. I cannot thank them enough!”
